Question about Vicidial capacities

Hello.
I'm new in Vicidial. I'm looking for a way to send a campaigns with this features.
1.- Use a plain telephone database like this :

12011234567
12021234568
12011234569
....


with thousands of numbers.
2.- Send the calls through a SIP/TRUNK to the list described above.

3.- If the call sent through the SIP/TRUNK is a voice message with several options for the client. For example : Press "1" to repeat the meesage, Press "2" to record a message, Press 3 to contact an operator. If this possible with VICIDIAL ?

Is VICIDIAL suitable for my needs ?
Is this is ok i will probably buy the Admin Manual.
