Issue Tracker is alive again

Some of you have noticed that the issue tracker had been down for the last couple of weeks. This was done as a security precaution because there was an exploit in that 2 year old version of mantis that was being attacked by someone trying to gain access to the server. The code has been updated and the VICIDIAL issue tracker is back online.
