I just want to know if how timezone is being implemented on vicidial

Time zones are implemented with "difference from GMT(or ZULU) time". The gmt_offset_now field is calculated by looking at the phone_code and in the case of North America the area code and in the case of Australia the state code.
If the phone_code field is not properly filled in, then the gmt_offset_now field will stay at 0 and will not be updated properly.
Also, we have the Daylight Savings Time(DST) schemes in the system for over 50 countries and the gmt_offset_now is check daily to see if that has changed on any of your leads.

All our numbers are supposed to be in the US but we still have a good deal of leads that are not clasified (GMT 0) and some clasified in a GMT +10 area, we have not got to the point of pinpointing which are the numbers that are clasified improperly but once we do that is it just a matter of adding those codes to the phone_codes_GMT.txt file?
Also is there some type of log where I can look how each number was asigned?

What version of astGUIclient do you have installed?
Do all of your leads have the phone_code set to 1?

I'm running 1.1.12-3, I did check the phone code and made sure all numbers where 10 digits (did have problems in the past were numbers were missing or had extra digits). I will just have to check on the database for the codes that are missing but will have to set some time aside for that. I will let you know of my findings but wanted to make sure if it was safe to edit the phone_codes_GMT.txt file.

1.1.12 does not use the phone codes text file after it has been imported into the database. You will need to change the vicidial_phone_codes table directly for the changes to be reflected. Either that or edit the text file, delete everything from the vicidial_phone_codes table and reimport. Whichever is easiest for you.
I would be very interested to know what codes are missing from that file. Please let me know if you find any.

for example i just want to call leads that on pacific standard time only how can i do that?

the easiest thing to do in that case would be to create a FILTER and have this as the contents:
gmt_offset_now IN('-7')
Then set that filter in your campaign modification screen.

can filter be scheduled like 10 am i will use this filter then 11 am another filter will be use

Nope.
But VICIDIAL will honor local call times so you don't have to worry about calling PST leads before 9am local time if you use the 9am-9pm call time definition for your campaign.

I did some browsing and they are actually incorrect area codes. Our lists are from info typed in by customers on forms so most likely they are typing fake numbers. (1111111111, 1234567890) also people that are from foreign countries but place the country code as area code couple of numbers from kuwait and all kind of weird area codes.
The only thing that might concern me is the users that put 800's. But well guess there's no way to determine that unless a city/state or zip code filter is used.
