Feature request: Limit # concurrent users & logout pause

Each system can only support a certain amount of concurrent users. It would be handy to be able to limit how many users can login at one time to prevent overloading the system.

Since a user can be dialing or paused, it would be unfair to fresh users if people just stay paused to hold their seat. To counter this, have a user attribute to autologout idle paused users after X seconds. At one minute before autologout, display a countdown timer warning of the impending logout.

Since this is set per-user, it allows certain people exempt from being booted, such as supervisors and advanced users.
