I also was going to choose VOIP accounts. IF we put 2lines per each agent for predictive that means I have to get 40 lines (accounts) with my VOIP Provider. Is this right. ?

You only need 1 account from your VOIP Carrier. No point on having multiple provider for each of your VICIDIAL users.
