Creating Campaign

How do I go about creating a campaign admin that only has access to that campaign? Specifically I want an admin to be able to view the real-time screen for a campaign but not be able to get into anything else.

Doesn't exist. We've had that request before, but noone wants to either do the coding or pay us to do the coding.
