Carrier's versus Extenstion.conf and SIP.conf

Can someone explain the difference between the Carrier section in the admin tool and the extension and SIP .conf files asterisks uses. I half expected to see the information I entered in the carrier section added tp the extension.conf file, but I did not. Which area takes precedence? Do they work together? Any light shed on this would be greatly appreciated. Thanks.
