call-limit should be supported by Vicidial.

This option is per extension (sip.conf file but not global parameter) and limit the number of calls being sent to agent phone.

This might not correct the whole issue, but will make sure that an agent is connected to only ONE conference at a time and can not call ore receive an other call from an other system, conference or else.

but that would then limit the agent's ability to conference using their soft phone and receive calls from other contexts.
