first for french language you need have a utf8_encode enable it in the dbconnect.php to /var/www and /var/agc then you can do a manual translate as you like it by open the php file and translate yes this will take you a good time but you will have a good résults

I'm not sure I understand what you are asking, the fr_language.txt and fr_language_admin.txt files are for building the translations. I do that. Then I put those static builds in the release so you can just copy them to your web server if you want to install them.
