when you post, please post your entire configuration including (but not limited to) your installation method, vicidial version and build, asterisk version, telephony hardware (model number is helpful here), cluster information if you have one, and whether any other software is installed in the box.
this IS a requirement for posting along with reading the stickies (at the top of each forum) and the manager's manual (available on EFLO.net, both free and paid versions)
since i don't know anything about your system, all i can say is: "Yes" but it's in Asterisk, not in Vicidial. Depending on your version you can listen, whisper, etc., while rotating through (ok, it's not random ...) based on a wildcard selection of which channels. So you could choose the channel list that happens to include your agent's sip phones and just rotate through (our managers often do this on a portable phone using a sipura adapter so they can wander around the room as they do it)
