Robo Calls and Phone Polling?

I have ViciDialNow on a server and am told that I can do phone polling with it and robocalls (message blasts). I know the laws about these tools, but it's for a political campaign so I'm exempted by my relationship to the audience.

Can someone walk me through how to set these up? If the software doesn't support these features that information will also be helpful.
