I had customer ask me if its possible to dial leads that:
If live person picks up hang up.
If answering machine picks up leave message.
He wants to do afterhours calls to businesses.

Although AMD is not exactly reliable (80%?). It can be set to run to leave message or hang up if it detects a human. Sangoma CPD (talk to the guys at The Vicidial Group to acquire it) will give a much more accurate response.
But either way: Yep. It can be done with AMD.

How would I set that up in vicidial. Can I use the gui or do I have to create a custom dial plan? I would like to play with this on my test bench.

We've done this for some clients. It works good (around 70% AMD). You can use the GUI and a custom dialplan to do it. Try reading the Vicidial Manager's Manual particularly the "Tutorial" section on "how to dial without any live agents and play a message".

Try following the instructions on the Manager's Manual. You can make it work on your own. If not, the forum is always available.
