my VICIDIAL server is full when I change operator

hello!!
my server is full when I change my telephone operator and it is impossible to call. when doing a network test it is the only one who send a lot of package in network.
I have a speed the 2Mb and ten computer are connected.

when you post, please post your entire configuration including (but not limited to) your installation method (which version of which install CD?) and OS with kernel or version, vicidial version and build, asterisk version, telephony hardware (model number is helpful here), cluster information if you have one, and whether any other software is installed in the box.
