purpose of sip-silence

i'd like know what is the purpose of Playback(sip-silence) in the vicidial dial plan.

For VOIP trunks only(IAX or SIP) that are not registered or are having issues with channel resolution in auto-dialing campaigns with VICIDIAL. Playback forces resolution of channels and the sip-silence audio file is extremely short(two-hundredths of a second) and it allows these calls to be sent on to an agent.
