build it in Asterisk. Then send calls to it from Vicidial. That would be something you learn in/on the asterisk forums. *
There are a LOT of asterisk users (many more than Vicidial), and a lot of help is available on many forums. Here, you could post it to the VICIDIAL Issue Tracker as a requested feature, of course.
