memory reaching 90%+

hi just want to know why my my memory used always reaches 90%+

using:
single server.
GoAutoDial 2.0CE - standard install
Asterisk: 1.4.27.1-1
Vicidial: 2.2.1-237
Build: 100510-2015
Telephony cards: none

full recording.

15 agents on ratio:2, full recording, 2-3 station barge func. i added 2Gb more (4gb total ram). is this normal? if not what should be performed\/

my plan now is to move mysql out of the box. but my problem is that i cant access it from the outside.
