Im using the following filter

list_id="25002" and city="Mesa" or list_id="25002" and city="Chandler" or list_id="25002" and city="Glendale" or list_id="25002" and city="Phoenix"
I would prefer to use city="Mesa" or city="Chandler" but when I do this for some reason the 2nd, 3rd, 4th city after the first one loads ALL leads in that city not even specific to the list_id 25002. This might be a bug as the only list in that campaign is 25002 so why it would it add leads not in that list.
Additionally my dial status within my campaign is set to dial only NEW leads but the hopper loads A - NA - RD etc and not one NEW what would cause this? (NOTE: When I remove all but one city and remove the list_id statement within the filter it DOES load only NEW status leads) bug in filters perhaps?
