Configuring the system to Detect Answering Machines requires AMD (free asterisk module, 70-75% effective at best) or Sangoma CPD/CPA (Comercial product, charges per channel).
At that point you may have a system designed to detect answering machines and take "special action" based on that circumstance. Once AM has been detected through whatever means, the ability to play a message exists in the Campaign Settings (not related to Survey).
If you want to terminate all calls that are NOT AM, you would set your Campaign accordingly (drop after Zero seconds, for instance ...). However, if you perform this task inside the US, you will likely spend some time in a Federal pen (just sayin ...).
