onhook method only rings one agent for multiple incomming

Hi all
i am using vicidial for only incomming call, i used on hook method and random or longest waiting as next agent .
Only one ingroup and one campaign with 6 agents.

my problem is when more than one call comes in it is ringing only one agent , once he attends that call the next waiting call rings the other agent , unless the first agent attends the call the second calls are all in queue.
it is not ringing the available free agents
see the below image, wherein two calls comein but only ringing one agent not the other two agenta for the second call

That's exactly how on-hook agent phones is supposed to work. The second call will not be routed to an agent until the first call has been successfully routed.

We do not recommend using on-hook agent phones for busy call centers, and if you want more than one phone to ring at a time you should try using the "ringall" Next Agent Call method.

What would it take to allow multiple calls to ring in at the same time? Is it a major change to the code?
