or you can use the open source one http://asterisk.hosting.lv with a DISCLAIMER: You might have to pay royalty fees to the G.729/723.1 patent holders for using their algorithm.

Is there any difference between buying the codec itself and paying royalty fees?

Nope. I have both (paid and nonpaid). Quality wise, they're pretty much the same.... I do believe the opensource does consume a bit more processor 'room'. I haven't really seen this myself, but I haven't benchmarked my systems either so..., I just read somewhere that this could be happening.....
