There is no guaranteed way to get 60 seats on one server.

You can try the heaviest server available (say 16 processor? 32 processor?) with the fastest front-side-bus you can get your hands on and a butt-load of memory. But: You will still be left with a SINGLE front-side-bus. No way around that. Bottleneck.

So to get price for the punch, we ordinarily suggest an 8 processor (although 16 would be nice ... if the FSB and CPU speeds are fast enough) with 16G RAM box and with at least 4 (preferably 6) 15K SAS drives in a RAID10 configuration and as fast as you can get the processors and FSB. You may get 60, but you may not. Depends on a lot of other factors. Codec/Recordings/Dial Ratio ....

g729 is processor intense. you may want to also check for pricing on a g729 card (ie: a card that will remove the g729 conversion from the CPU and provide a specific number of g729 channel connections). These are priced based on the number of channels they can convert simultaneously. Not cheap, not something you want to buy "discounted" unless you can get a refund if it does not work. You'll need to know how many g729 channels you'll be needing, of course. But one of those cards can dramatically increase your system's productivity without having to break into two machines.

Large HD is not necessary or useful. In fact, it is generally counterproductive.

Concept: You should not be storing large quantities of Data on your Vicidial server. Recordings, logs, etc should be deleted or moved to an archive server as soon as possible. The Vicidial server "overworks" hard drives, and they die. When they die, everything on them is gone. Unless you have moved them elsewhere (or unless you have large RAID drives to avoid loss in case of drive failure). :)

Additionally, large HDs are generally SLOW. Slow is counterproductive. Your best bet is a RAID10, 5 or 6 drive SAS15K system. RAID10 keeps the speed viable while reducing the likelihood of loss of data. More drives increases speed and allows the system some resilience in case of drive death. More drives means more duplication of data, which means the system can continue at full speed after loss of a single drive (and you can repair the RAID after hours, without down time for RAID rebuild and without "limping" during the shift.

Specific processors are inconsequential. Number of cores and processor speed combined with a chipset compatible with the installation .iso .. those things are quite important. :)

Be sure the Motherboard has been "on the market" for over a year. This is generally an indicator that the chipset has drivers available in most linux distros by now.

Processors are not relevant. Speed of processor and number of cores is all that matters. IE: Any processor will do. IF the chipset works with the .iso for the OS. The chipset is on the motherboard. So the motherboard is what makes the difference, not the CPU brand/model.
